Other PDF files can be attached to emails on this users computer just like mine. It doesn't appear to be anything wrong with Outlook or the PDF since both mine and they're computers can open the PDF when browsing through the network drive to its location. Then you open this attachemnt, watch it and click |< and >| buttons. So what are you doing? You are browsing one of subdirectories of temporary Internet Files.
